In the subject Knowledge Management Systems, with Rod Dilnutt (spelling?) and Alison Parkes, it was suggested that the path was:

• Information
• Knowledge

With each step having more context. A simple definition of Knowledge is Having the right information at the right time. The subject argued that knowledge, was a construct or byproduct of the human mind, and everying else (documentation, books) was either information or data.

I had an idea that it you had two resources "tagged" the same, a question and identifier could be associated saying
I think A is more useful than B.

This way we could apply Analytical Hierarchy Process to analyse which was more important. This would also allow the maths to take into consideration inconsistency of user choice.
